THE TOXIC THREE: EXPOSING EPA OFFICIALS WHO IGNORED PUERTO RICO’S TOXIC LANDFILLS  

(SAN JUAN, P.R. – December 13, 2016) – Today, Puerto Rico Limpio launches a new web campaign to expose “The Toxic Three” EPA officials who continue to ignore federal law and refuse to use their powers to close Puerto Rico’s toxic landfills: Judith Enck, Regional Administrator for Region 2; Carmen Guerrero, Director of the Caribbean Environmental Protection Division; and Gina McCarthy, the EPA Administrator.

“These EPA officials have direct and ongoing knowledge of the violation of federal law, and have ignored their own internal findings,” said Hiram Torres Montalvo, co-founder of Puerto Rico Limpio. “Obama’s EPA has ignored Puerto Rico’s most vulnerable communities, focused all of their attention on composting and ignored closing toxic landfills.”

Last week, Environmental Quality Board President Weldin Ortiz Franco admitted under intense questioning from Governor-elect Ricardo Rosselló’s team that the landfills are toxic.  Unfortunately, they are still open and operating. Worse, the EPA’s own internal evidence confirms the same.

Puerto Rico Limpio has offered a simple, achievable 4-point plan for reforming the solid waste management practices in Puerto Rico and closing down the toxic landfills: 1) Revoking the permitting authority of the Puerto Rico Environmental Quality Board (EQB); 2) Closing toxic dumps immediately; 3) Repurposing closed landfills for conversion to better uses, like clean, sustainable energy alternatives like solar and wind generation; and 4) Adopting a plan for full compliance.
