This landfill is located in a Karst region, with uncovered garbage deposited on steep slopes, and no liner or leachate controls. In the fall of 2014, the EPA reached an agreement with the landfill on security, storm water controls, and properly-working ground water and methane monitoring systems. The EPA said Moca had “steep and potentially unstable slopes. Also, the landfill had been expanded without installing required liners, and the landfill did not have a leachate collection system.” The agreement included promises to correct these violations. But in April 2015, Moca’s landfill still lacked leachate controls and continued to be in violation. In September 2015, the Puerto Rico Senate Committee on National Resources and the Environment visited the landfill and found it was contaminating the local community, and still had no liner or leachate controls.
